Ochoa Loan Documents… Yield More Questions than Answers???

 The Council approved the Ochoa loan after 7:30pm on 5/18/04 and escrow closed 5/21/04, that would provide less then 72 hours for the city to fund the loan so that escrow could close (not very likely).  
·         The loan is dated 6/1/04; ten days after escrow closed so where did the funds to close escrow come from? [...]
